PERING, 21st October, 1908.
S18, -With reference to Your Excellency's Note of August 27th on the subject of the No, 154. issue of subsidiary coins from the Canton Mint......(quoted at length)......I have the honour to inform you that the following communication has now been received from the Viceroy at Canton, who had been directed by the Board to investigate the matter :—
"I received a despatch on this subject from the British Consul General at Canton, in which he stated that he was informed that the Directors of the Mint had asked permission to increase the issue of subsidiary coins: he was confident that this report was untrue, and asked for assurances to this effect. In my reply to this despatch I stated that the reduction which had been made at Canton in the striking of subsidiary coins had been effected in the interests of commerce, and that although the discount on these coins had slightly decreased it was not as yet proposed to make any sudden increase in the amount minted,

Sin-With reference to my despatch of September 8th, I have the honour to transmit No. 158. herewith to Your Excellency copy of a Note which I have received from the Waiwapu on No, 1. the subject of the issue of subsidiary coinage from the Canton Mint.

GOVERNMENT HOUSE, HONGKONG, 31st December, 1908.
SIR,-I have the honour to acknowledge with thanks the receipt of Your Excellency's No. 2. despatch of the 26th October on the subject of the issue of subsidiary coinage from the Canton Mint. The reply received from the Viceroy of Canton by the Waiwup cannot be regarded as satisfactory, and I have since heard that he disclaims any idea of reducing the output of subsidiary coins which he maintains are required for currency purposes. these circumstances-looking to the fact that these coins circulate at a heavy discount in Hongkong, and in view of the obligation incurred by China under Acticle 2 of the Mackay Treaty-I would ask Your Excellency to continue to bring what pressure you can upon the Waiwapu to induce the Viceroy to refrain from issuing further supplies of subsidiary coin
until the existing coins have reached par.
